Less than 12 fireworks during the Founder's Walk speech?

Resolves YES if fewer than 12 distinct aerial firework bursts occur between the moment Chancellor Diermeier begins his Founder's Walk remarks and the moment the accompanying pyrotechnic display ends. A "burst" is one visible aerial explosion; ground-level effects, sparklers, flame jets, and confetti cannons do not count. Simultaneous bursts are counted individually. If no fireworks occur, resolves Yes. Resolves No if 12 or more bursts occur. The count is taken from the official Vanderbilt recording; if the official recording does not capture the full display, the market voids.
